In a letter to the UN Secretary General from the highest level city leader, a Signatory City commits to the Ten Principles of the UN Global Compact, endeavours to enact and promote those principles in city management, and encourage businesses in the city to join the UN Global Compact.

An appointed In-Country Convener has direct access to the International Secretariat. This relationship provides the foundation for Signatory Cities to learn how they may exercise their commitment to the ten principles of the Global Compact and make use of the global resources. Throughout their engagement, Signatory Cities are exposed to the activities of Reporting and Innovating Cities and are able to become familiar with how different cities and organizations are employing the ten principles of the Global Compact.
Signatory Cities will be expected to acknowledge and demonstrate the following attributes:
The city commits itself to putting into practice the ten principles of the Global Compact, and to publicly promoting those principles, both within and beyond the city. The city also commits to promoting those principles to the private sector and to all aspects of civil society within its sphere of communication and influence.
The city recognizes its capacity to lead by example in facilitating the widespread adoption of the Global Compact principles. The city recognizes that both formal authority structures and informal governance processes are central to engaging all of its citizens and institutions in implementing lasting, positive change for the benefit of the whole community.
